The BULATS Agent network is administered by Cambridge ESOL in the United Kingdom. In regions with high numbers of BULATS Agents a regional distributor may be appointed.

The objectives of a BULATS Agent are:
- to ensure Cambridge ESOL guidelines and standards are upheld at all times
- to ensure efficient operations when delivering BULATS
- to provide excellent customer service
- to feed back product and market information to Cambridge ESOL.
